the Washington office of the Church of Scientology was illegal and that the papers must be returned However US District Judge William Bryant stayed the effect of his order to give the government a the church planted one of Its members as a clerk in the IRS and another as a secretary in the office of a Justice Department lawyer Those two alleged undercover agents for the church stole scores of documents from government files duplicated them kept the copies in church offices in Washington and Los Angeles and returned the originals to the government offices according to the affidavit The
