the Washington office of the Church of Scientology was illegal and that the papers must be returned However US District Judge William Bryant stayed the effect of his order to give the government a chance to appeal lie impounded the documents In his ruling Bryant said the search warrant authorizing the July 8 raid was too broad and therefore the Fourth guarantee against unreasonable searches and accused the church of conspiring to steal government files and planting spies in the Justice Department and Internal Revenue Service Bryant's order did not apply to the documents seized in Los Angeles The judge said warrant directed the agents to leave no stone unturned" and to examine every document in the fourth flow files of the church my view this warrant invited the agents to seize any arrested and decided to cooperate with federal investigators Meiser is under protective government custody under an assumed name because he and federal officials fear for his safety The affidavit said the church planted one of Its members as a clerk in the IRS and another as a secretary in the office of a Justice Department lawyer Those two alleged undercover agents for the church stole scores of documents from government files duplicated them kept the copies in church offices in Washington and Los Angeles and returned the originals to the government offices according to the affidavit The
